The meeting was organized by BIP in association with other relevant events taking place the same week: NetatHome, uPnP, etc. The meeting was chaired by David Wood (EBU). The main goals pursued with this 1st NAVSHP Concertation meeting were the following: Presentation of some newly selected FP6 projects scope: IPs (EPERSPACE, MEDIANET, ENTHRONE, INSTINCT), NOEs (VISNET, ENEXT) and some STREPS (TEAHA, TIRAMISU, DANAE), in order to preliminary exchange some ideas on each project goals and possibilities for cooperation between projects. Presentation of the proposed Concertation Plan, based on contributions from AVISTA and BIP (SSA projects). Collecting FP projects views on the Concertation Plan: Areas for Concertation (layer model, specific thematic areas), Involvement of active FP5 projects. Defining next steps for launching and implementing the Concertation Process. Main issues EC view on the Concertation Process (Thierry Devars) On behalf of the Commission, Thierry Devars made a presentation on the context of the NAVSHP, FP6, eEurope2005. In order to accomplish NAVSHP objectives and bearing in mind eEurope 2005 policy, the Concertation among projects shall desirably pursue the following objectives: Addressing convergence, as a main issue. Complementarity between projects of different instruments (Ips- NoEs-STREPs) Ensure the compliance with related policies. Define the Technology Roadmap for the whole SO (NAVSHP) Define the Standardization Plan for the whole SO. AVISTA and BIP projects will assist to facilitate the implementing of FP6 and the Concertation Mechanisms, supporting EC work and projects in this respect. Projects presentation A number of preliminary presentations were made by some new projects in the NAVSHP and within FP6. Some notes are provided here below on each project aspects. EPERSPACE (Myriam Bou France Tlcom) Goal: Increases users acceptance of audiovisual networks and systems. Key aspects: Users-oriented, personalized services, open architectures, systems interoperability, QoS handling, etc) MEDIANET (Michel Lemonier L-up) Mission: Abolition of obstacles in Europe to the exchange of digital media and audiovisual goods. Key aspects: End to end delivery, personal communication, home networking, media content delivery, Advance AV streaming, Personal devices. ENTHRONE (Thales Broadcast and Multimedia) Goal: Generation, protection, distribution and usage of multimedia content and resources in geographically distributed environments. ENTHRONE will develop an Integrated Management Supervisor (IMS), based on MPEG-21. Key aspects: MPEG-21 (Standardization), Data Content Protection, DRM, End-to end QoS, Network convergence, Management of content, network and terminal. INSTINCT (Tom Owens Brunel University, UK) Goal: Exploit the concept of wireless communication networks combined with terrestrial DVB Broadcast and networks. Key aspects: Existing link with ENTHRONE: QoS; DVB-T, UMTS, Brazilian partners involved, IP- based networks, services and terminals for converging systems, Affordable solutions (e-Inclusion). VISNET (Dr. Abdul-Hamid Sadka University of Surrey) Goal: Create a sustainable world force of leading research groups in the field of networked audiovisual media technologies with a clear vision for integration. Key aspects: Audiovisual-oriented, Creation coding of AV content for immersive platforms, storage and transport of AV information over heterogeneous network. ENEXT (Dr. Arturo Azcorra Universidad Carlos III, Madrid) Research objectives: Interworking, Scalability, Autoconfiguration. One stop shopping for research, training and technology transfer Key aspects (corresponding to the Technical Working Groups): Scalable networking, Content networking, Self-aware networking, Service-aware networking, Mobile and ambient networking. TEAHA (Enrique Menduia Telefnica I+D) Goal: Networked home controls applications and their complementarity with the Audiovisual networked applications. Key aspects: Interworking across multi-networks and multi-sectors, Confidentiality in the TX in Home Networks, RF, ultra low cost power line, residential gateway end to end solution, standardization. TIRAMISU (Zvi Lifshitz OPTIBASE) Goal: Prototyping a full chain of hybrid multimedia content creation and presentation across heterogeneous hardware platforms, while removing the DRM barrier. DRM solution must be: transparent, robust, inexpensive, interoperable, be able to work across different channel (protecting the content, not the channel) Key aspects: DRM, Interoperability. DANAE (Alexandre Cotarmanach FT R&D) Goal: Dynamic and distributed digital multimedia content adaptation in a context of an environment conforming to the framework introduced by the MPEG-21 standard. Key aspects: MPEG-21, integration with MPEG-4 and 7, Standardization End to end QoS, personalization, DRM, DIA (Digital Item Adaptation), business impact on the market. AVISTA and BIP presentations of the Concertation Plan AVISTA (Julin Sesea Rose) AVISTA main objectives are: 1) To propose and assist the Concertation; 2) To define and implement the Communication Plan; 3) To create a High Level Expert Group (New Media Council); and 4) To help the preparation of future work programme. Issues addressed: Identification of potential fields for Concertation (based on an intuitive layer model to identify areas for projects cooperation and focused and thematic specific areas). Identification of potential events for Concertation. New Media Council: structure and goals. Ask for the projects collaboration. AVISTA project coordinator congratulated BIP for the excellent organization of the event and its convenient time to facilitate attendance to other relevant events, as well as acknowledge the efforts made by the AVISTA Consortium to be ready for this meeting, particularly to partners Telvium and IRT. BIP (Roger Torrenti Homega Research) Main activities: IST visibility at Net-atHome 2003 & 2004 Organizing an event in China A portal website A contribution to the Concertation mechanism, as regards home networked platforms Open discussion Opinions concerning the Layer model: a representative from INSTINCT project indicated that the Layer model proposed should pay attention to the telecom requirements and not be biased towards broadcast. MEDIANET proposed to consider some modifications on the order of the layers. Projects agreed to the need of defining a common reference architecture (not necessarily a fully detailed architecture), aiming at easily identifying synergies among research areas, and in which all the projects are represented. This should be made in a very operative way in order to identify where the projects can work together. It was stressed that the aim of the Concertation model is to identify areas of commonalities and synergies among projects and not to develop a model per se. Three areas were identified for Concertation measures which will require the establishment of an ' Inter-project Coordination Group (ICG)'. These are as follows. These ICGs may be changed or added to in the coming months. 1) Digital Rights Management. The leadership and guidelines for the group need to be fully developed. The objective will be the coordination of pre-standardisation and standardisation activities in DRM Dr Chiariglione will be invited to take part in this work, and to develop a proposal. A member of the Commission staff will be assigned to help this Coordination Group. 2) End to end Quality of Service. The guidelines for this work have yet to be fully developed. Dr David Hutchison is invited to prepare a proposal for the scope of work. A Member of the Commission staff will be assigned to help this Coordination Group. 3) In Home Networks. The Guidelines for this group have yet to be fully established. The Group will be led by Dr Roger Torrenti, who is invited to make a proposal for the scope of work. A Member of the Commission Staff will be assigned to help with this work. IST PROJECTS WHOSE SCOPE COVERS THESE AREAS SHOULD NOMINATE SPECIALISTS TO PARTICIPATE IN THESE ACTIVITIES. The ICGs should make as much progress as practical in the coming months, and there will probably be a second Plenary Concertation Meeting (PCM) in about 4 months' time. There will probably be a first meeting of the New Media Council in February 2004. Projects are invited to make proposals for 'opinion formers' who should be invited to join the group. These may be Chairs/Convenors of standards bodies and CEOs. Eric Badiqu commented on the plans to facilitate a smooth transition of FP5 projects to new Concertation Plan. The Commission will make a proposal for how to facilitate the cooperation between the FP5 and FP6 environments. He also highlighted the fact that Concertation Meetings must above all provide clear benefits to the projects. Concluding remarks (Augusto de Albuquerque DG INFSO) Augusto de Albuquerque pointed out, among others, in the following points: Concertation is a critical task, which shall start from the very beginning of the projects lifetime. Areas for Concertation shall be defined in a pragmatic way (not overly ambitious but operative) R&D is industry-led. Therefore, the Concertation shall be focused to those areas in which a common European position is critical for the industry. It is strongly recommended to involve high level people from the partners in the Concertation (participating to the New Media Council or to the Groupings), to be able to influence European stakeholders. It is important to find common positions to be presented at the main standardization and regulatory bodies (with capability of influence). Cooperation among projects is crucial. Next Steps The priority for FP6 projects is to get organised and start their work as soon as contracts are available.
