These objectives have been stated in a measurable and verifiable form. The Audiovisual and Home Platform industry is nowadays at a crossroad. Fierce worldwide competition is at present threatening the European traditional strengths in the audiovisual arena. More than never, a well coordinated approach is needed combining all the potential European contributors into a converging on a positive way. The FP6 is figured out just to empower the technological capabilities of Europe, in accordance with the overall objectives of the eEurope 2005 plan and beyond. Partners participating in this Specific Support Action are aware and familiar of the new instruments of the European Research Area: Integrated Projects, Networks of Excellence, Specific Targeted Research Projects, Coordination Actions and Specific Support Action. This SSA is designed to provide support to the efficient and successful implementation of the FP6 work programme. Rich audiovisual services are expected to be at the very core of the future converged IST sector. The challenge for Europe consists in achieving successful development of technologies for end-to-end interoperable audio-visual networks, services and applications. So far, this area has been successful in exploiting industry led initiatives with European and global impact: examples such as ISO MPEG compression standards or DVB group of standards (including MHP) prove it. The challenge now is to encourage pushing forward research in high potential, industry driven domains such as next generation 3D-TV, electronic cinema and future mixed-reality-based mobile personal communication services. This is not an easy task, as a coordinated effort is needed from the different participants, including telecom operators, broadcasters, customer equipment manufacturers, software suppliers, audio visual hardware manufacturers, as well as research labs and universities. FP6 is a fundamental tool to be used in overcoming such difficulties and strengthening EU level industry and research. Nevertheless, FP6 success is also conditional on the efficient use of resources made available. This is particularly relevant concerning the new instruments: Integrated Projects (IPs) and Networks of Excellence (NoE), which pose new and unknown organizational challenges. Within the above mentioned context, AVISTA is aimed to achieve the following specific objectives: To support the implementation of FP6 in the Strategic Objective 2.3.1.8 of the IST Work programme: Networked Audiovisual Systems and Home Platforms. To define and implement the Concertation Plan and Communication Plan within the context of Networked Audiovisual Systems and Home Platform Strategic Objective. To create a High Level Experts Committee on Networked Audiovisual and Home Platforms (New Media Council). To help the preparation of future work programme Policies. Networked AudioVisual and Home Platforms specific support action (AVISTA) aims at supporting the implementation of FP6 in the strategic objective 2.3.1.8 of the IST work programme, helping the preparation of future work programme policies, generating shared knowledge, disseminating project achievements and promoting tools to facilitate the participation of a broad scope of organisations in the Networked audiovisual systems and home platforms, an important strategic objective under the Information Society Technologies (IST) work programme within FP6. It is framed as a Specific Support Action (SSA), as defined in FP6, and fully meets the goals of a SSA instrument: supporting the scientific, technical, socioeconomic and policy objectives of the Work Programme in one of the limited number of strategic objectives selected for the work programme: Networked Audiovisual Systems and Home Platforms. AVISTA will support the implementation of the Framework Programme in the strategic objective mentioned, and will contribute to the preparation of future Community research policy activities. In particular it will support conferences, seminars, studies and analyses, working groups and experts, will provide operational support to qualified organisations and will disseminate and communicate results achieved from the FP6 projects. A special effort will be done to consider particularities of new FP6 instruments, networks of excellence (NoE) and integrated projects (IP). In doing so, AVISTA will be aimed at empowering the project knowledge, its supporting potential, and their tools and making them accessible to potentially interested organisations, intending to optimize and maximise synergies among projects and between them and the external world. AVISTA is fully aware that in most IST fields, and in the strategic objective 2.3.1.8, collaboration between European and non EU research teams is essential to ensure exploitation of research results on a global scale and to build interoperable technology solutions. This is of unique value for the competitiveness of European industry and is a means to reach consensus on global critical issues such as adoption of common standards in the audiovisual and home networks fields as well as contributing to reduce the impacts of the digital divide. Some of the concrete objectives to be achieved by AVISTA project are the following: To analyse the Network Audiovisual and Home Platform FP5 and FP6 projects portfolio in order to maximize potential synergies among projects. To define and implement the Concertation Plan including the organisation of Concertation meetings and the selection of Concertation mechanisms. To provide the Standardization Plan in order to ensure real interaction between projects and the main standardization and regulatory bodies. To develop the Communication Plan aimed at the dissemination of both projects results and other relevant information of the Specific Objective (SO). To organise demonstrations and exhibitions in order to maximize the technology transfer and the dissemination of results. To carry out prospective analysis and exploitation routes with the purpose of obtaining recommendations for new and specific calls as well as assessment about exploitation and IPR issues for specific projects. To create a High Level Experts Committee which will act as a permanent consulting body for the Commission in the NAVSHP field (New Media Council). The project is structured around 3 work packages, including project management. This structure has been established in order to ensure efficiency of the partner efforts, by clearly appointing a responsible organization of each Work Package, having selected the most reputed organization, as per its demonstrated expertise on the matter, and having the possibility to accrue valid individual experts in the technology field. Section 6.1 of this document introduces the content of each of these work packages. As mentioned, an important objective of AVISTA is to support the Concertation process among projects involved in NAVSHP Strategic Objective. In order to achieve this goal a closed cooperation with NAVSHP projects will be established as a mechanism of exchange of information and deeply analyze the synergies among projects. In this sense, a survey will be sent to all NAVSHP projects in order to explore and gather information about different alternatives to carry out the Concertation process, proposing some of them and asking for the Projects opinion. Therefore, the Concertation plan will be implemented taking into consideration all inputs received from the projects involved not only in the FP6 but also some of the FP5 projects that could be consulted.
