The Concertation Meeting was chaired by the Concertation Process Chairman: Christoph Dosch (IRT). The main goals pursued with this NAVSHP Concertation meeting were the following: Discussion of the 4 Coordination Groups (DRM, Quality of Service, Home Platforms and Media Processing). News and updates from the Commission. Presentation of the new AVISTA web tools. Updates on the NEM Initiative. Updates on the standardization challengues. Preparation of the NAVSHP IST Common Exhibition at IBC 2005. Definition of the workplan for 2005 regarding Concertation. Analysis of the status and opportunities of DVB-H Technology. Exchange of views among projects. Structure of the Concertation Meeting The Concertation Meeting was held with the following structure: Coordination Groups Parallel Sessions (May 24th: 14:00 18.00) CG-1 Digital Rights Management CG-2 Quality of Service CG-3 Home Networks and Platforms CG-4 Media Processing Concertation Plenary (May 25th: 09.00 16.00) At the end of this Concertation Meeting, an open discussion about the NAVSHP IST Village to be organized in September in the context of the IBC2005 Event was held with the projects representatives interested on participating to this common Village as a means to disseminate their results. Representatives from the following projects and initiatives attended the meeting: AMIGO ARDOR AVISTA BIP COHERENT COPRAS DANAE E-NEXT ENTHRONE EPERSPACE ETSI NGN@HOME HOMETALK INSTINCT MEDIANET METACAMERA MHP-KDB OLGA PARTAKE PULSERS SIVSS SOFTWARE PATENTS TAHI TEAHA TIRAMISU VISIONAIR VISNET WCAM Main issues addressed Coordination Groups parallel streams [Day 1: 24th May] During the Day 1 of this Concertation Meeting, parallel streams of the four Coordination Groups were held being chaired by the CGs convenors: CG-1 DRM: Leonardo Chiariglione CG-2 QoS: Denis Abraham CG-3 Home Networks and Platforms: Roger Torrenti CG-4 Media Processing: Wladyslaw Skarbek During the Day 2 of the Concertation Meeting, the main issues of the discussions addressed in the CGs were summarized by the convenors, during the Plenary session as shown hereafter. Notes on each CG can be found separately. Opening address from the D2 Unit of the European Commission: information and updates (Luis Rodrguez-Rosell) [Day 2: 25th May] Mr. Luis Rodrguez-Rosell, Head of Unit D2, opened the meeting on Day 2 by presenting the new Project Officers of the D2 Unit: Mrs. Loretta Anania and Mr. Jean Franois Buggenhout. It was also announced the moves of Mr. Bernard Barani and Mr. Thierry Devars to other Commission services by. The implications of i2010 for the Networked Audio-Visual Sector were addressed as well as its challenges and opportunities in terms of the achievement of the Single European Information Space, increasing of the innovation and investment in Research or the improvement of public services and quality of life. News and updates on the Annual Reviews of the D2 Projects were dealt by Mr. Rodrguez Rosell: summary of the results obtained by the projects, feedback of the reviewers, coverage of the major research areas by the projects, etc. Mr. Rodrguez Rosell advanced some details about the participation on the Call 6 (to be published in November 2005 and with provisional deadline in February 2006) in the field of D2. Integrated ICT systems for Ambient Assisted Living, Digital Broadcasting and Mobile Convergence with Latin America and Asia, Tools for design, creativity and augmented personal capacities and Audiovisual Search Engines as exploratory actions to prepare the FP7 were pointed out as topics of relevance for that Call. Issues of the FP7 proposal (now under definition) were also addressed by Mr. Rosell: implications, R&D challenges, technology pillars, application poles, etc. A web-based consultation has been launched to the sector with deadline on June 30th, 2005. The main upcoming events and workshops of importance to the NAVSHP constituency were also reminded by the Head of Unit as well as their venues, dates and deadlines. Presentation of the new AVISTA web tools (Juan Pablo Soto Rose Vision S.L.) Mr. Juan Pablo Soto (webmaster of the AVISTA web tools) presented the new AVISTA website Portal and the new NAVSHP collaborative working area. The different sections of the website were explained and the projects were invited to send to the AVISTA Team all the information they consider interesting to be published and disseminated via this tool of the AVISTA Communication Plan. Additionally, a chat tool and a collaborative area were presented and offered to the projects representatives in order to discuss on some relevant issues, to shared information or experiences or to collaborate online and get contents relevant to their projects. Some statistics related to the AVISTA website accesses, sessions and traffic were also shown by Mr. Soto. Invitation was reiterated to All NAVSHP projects to use this portal, visit it and suggest and contribute with documents, news, information, newsletter of their projects in order to enhance the dissemination of the NAVSHP projects results and activities. Study of the effects of allowing patent claims for computer-implemented inventions (Mr. David Rojo UPM) As a means of collaboration with other research fields, Mr. David Rojo (Universidad Politcnica de Madrid) was invited to introduce this 3-year study launched by the Information Society and Media Directorate-General, Software Technologies Unit (D3) with the goal of understanding the impact of software patentability of Computer Implemented Inventions/Software in the EU (industry, innovation, ). The understanding of its implications on industrial sectors where software is an important enabling technology is another objective of this multi-dimensional (technical, economical, legal) project led by MERIT (Maastricht Economic Research Institute on Innovation and Technology). The instruments to be used by the methodology of this study will be benchmarking, case studies, surveys interviews, etc., in order to contact with experts in main areas of innovation in the European Union. In this sense, a specific questionnaire has been designed for Networked Audio-Visual and Home Platforms as a first experience with target innovation areas. This questionnaire was distributed among the attendees to the Concertation Meeting and could be sent to Mr. David Rojo ( HYPERLINK "mailto:drojo@gtic.ssr.upm.es" drojo@gtic.ssr.upm.es) or Mr. lvaro Martn ( HYPERLINK "mailto:amartin@gtic.ssr.upm.es" amartin@gtic.ssr.upm.es) once filled in. Mr. Rojo thanked the kind invitation to Dr. Julin Sesea (AVISTA Project Coordinator) and Mr. Christoph Dosch (Concertation Chairman) since it constitutes an excellent opportunity to contact to NAVSHP experts. Summary of Coordination Groups discussion This session of the Plenary meeting was aimed to summarize the work of the 4 parallel streams in order to allow all the Concertation meeting attendees to access to an overall vision of the achievements obtained in the different Coordination Groups. The four CG Convenors reviewed the main aspects addressed in their sessions. Leonardo Chiariglione (CG-1 Convenor) explained the main issues dealt during the CG-1 meeting: discussions on the FP6 DRM Requirements document, DRM Interoperability, review of DRM activities outside FP6, presentation of project activities and plans and alignment of goals. He stressed the importance of activities within the Concertation process, although he indicated that more contractual commitment from projects should be pursued to guarantee on time contributions. Denis Abraham (CG-2 Convenor) showed the relationships among projects involved in Quality of Service issues and explained the current situation of the CG. The ambitious objectives of the CG were reminded as well as the intention to hold a conference call to advance the works. The specific collaboration between ARDOR and DANAE Project was highlighted and a presentation on it was made by Mr. Alexandre Cotarmanach (DANAE Project) and Mr. Steven van de Par (ARDOR Project). Roger Torrenti (CG-3 Convenor) summarized the In-home session and presented the future plans for the Coordination Group. An important part of the meeting was devoted to discuss standardization issues of home gateways and platforms. The common discussions among TEAHA, EPERSPACE and MEDIANET projects was remarked. IST involvement in Net-atHome2005 was also addressed as well as the announcement of the 2nd EU-China Workshop on Home networks and platforms. Wladyslaw Skarbek (CG-4 Convenor) summarized the main topics addressed during the meeting specifically related to face recognition and scalable video codecs. Mr. Skarbek reminded the CG-4 mandate: to harmonize basic research on new media processing algorithms developed by partners of NAVSHP projects. The main activities being developed were also explained and updated. Additional notes on each CG are drafted by the CG convenors and can be found separately. Updates on the NEM Initiative (Mr. Julin Sesea Rose Vision S.L.) Dr. Julin Sesea presented a brief update on the Networked and Electronic Media Industrial Initiative and informed about the current status of this Technology Platform. After reminding the first steps followed by the Initiative (initial discussion within the New Media Council and launching of the industrial initiative by the Core Group, etc.), Dr. Sesea explained the current status of the NEM: promotion the wide acceptance of the NEM TP concept by the Executive Group, inclusion of NEM as a candidate FP7 Technology Platform by the EC and the current definition of the NEM Strategic Research Agenda (SRA). The attendees to the Concertation Meeting were specially invited to send comments and suggestions to the SRA ( HYPERLINK "mailto:info@nem-initiative.org" info@nem-initiative.org). All comments received will be properly considered and mention will be made (with individual acknowledgments) in the final SRA document to all those companies and experts having expressed comments and opinions about the NEM SRA. A preliminary presentation of the NEM SRA will take place during the General Assembly and comments should be made available before 10th June 2005. Finally, Dr. Sesea announced the General Assembly of the NEM Initiative planned to be held in Brussels on June 29th, 2005. Updates on the Standardization Action Plan. (Bart Brusse - COPRAS Project) After reminding the main activities of theSA Project, COPRAS, Mr. Brusse revised the cooperation with the NAVSHP projects ENTHRONE, EPERSPACE, MEDIANET and TEAHA and the latest developments in the Standardization Action Plans. The main objectives finally identified are related to 3 standardization categories: Home gateways, home device communities, interoperability and taxonomies End-to-end QoS (Quality of Service) management Personalized services, content storage & security The four mentioned NAVSHP projects were analysed in terms of identifying their standardization objectives and also the main targeted standard bodies. Finally, the main deliverables regarding standardization of these 4 projects were listed and their deadlines and schedules were commented. Mr. Brusse additionally explained the support of COPRAS Project to be provided to these NAVSHP projects within the 3 categories identified as relevant. This support consists of facilitating the interface between projects and standards bodies, defining secondary organizations where results can be presented and/or submitted, producing material (e.g. brochures) to support the broader dissemination of projects standardization deliverables, presenting concepts developed by projects to secondary organizations, etc. Mr. Brusse indicated that COPRAS deliverables are public and can serve as supporting tools to all NAVSHP projects. DVB-H: Technological developments, market opportunities, regulation and policy This session of the Concertation Meeting was devoted to update to the NAVSHP constituency with the status and opportunities of DVB-H Technology as well as to identify research topics which can contribute to the successful deployment of DVB-H. The session was chaired by Mr. Luis Rodrguez-Rosell (Head of D2 Unit) and 3 key speakers working on DVB-H issues were invited to present their speech: DVB-H and IP Datacast: where do we stand, where are we heading? (Prof. Dr. Ulrich Reimers - Chairman, DVB Technical Module) Dr. Reimers addressed the following topics: DVB for mobile and nomadic users, DVB-H as a fully tested technology, the status of IP datacast, DVB-H ready for introduction and future directions of DVB-H technology. The main conclusions of Dr. Reimers were the following: The DVB solutions for digital broadcasting have become a global success. Europe can and in fact should be very proud about this success. DVB-H and IP Datacast will again prove that European solutions can successfully be introduced on a global scale. But we must not think that the initial development of both systems will result in solutions that can live forever. That is why we need to look into future research projects related to DVB-H and IP Datacast. "Convergence of broadcast and mobile - opportunities and challenges from the point of view of a mobile operator" (Mr. Christian Rauch - Project & competency team leader of broadcast-mobile convergence, Vodafone Group Research & Development) Mr. Rauch explained the involvement of the recently created Vodafone R&D Group in the DVB-H Technology. This technology implies the real convergence between broadcast and mobile. Mr. Rauch analysed the opportunities and challenges of DVB-H from the point of view of a mobile operator. Aspects related to Digital Audio (DAB/DMB) were also addressed by Mr. Rauch. DVB-H: Opportunities and roadblocks (Mr. Gran Wahlberg Director Concepts & Technology, Nokia) Mr. Wahlberg dealt with DVB-H from the point of view of a manufacturer. The following topics were addressed: IP datacast defined services, business players in the DVB-H value chain, mobility everywhere, new wireless systems (like WIMAX), wireless contents broadband access, etc. Mr. Wahlberg concluded that future terminals will have multiple radio technologies; Digital broadcasting (DVB) and cellular technologies (GSM) have to great extent their roots in Europe. They can both show a tremendous global success. A lot of basic research has been performed within previous frameworks. Furthermore, many of new wireless broadband technologies are to great extent developed outside Europe, often with participation by large European companies. To maintain or improve the European leadership in wireless communication more efficient basic research is needed. Preparation of the NAVSHP IST Common Exhibition at IBC 2005 (Mr. Salvador Villa AVISTA Project) Mr. Salvador Villa (Telvium S.L.) presented the updates on the Common Exhibition of NAVSHP Projects being supported by AVISTA Project at IBC 2005 in Amsterdam on 9th to 13th September, 2005. The objective of this activity, integrated in the Communication Plan of AVISTA, is to organize this IST Village as a fundamental milestone in the dissemination of the results achieved by the NAVSHP Projects. Mr. Villa explained that all NAVSHP projects were called to send to AVISTA a survey with their proposals of demo at IBC 2005 in order to see what they wanted to show and their needs. Nine projects submitted proposals. These projects were invited to make a presentation within the AVISTA Progress Meeting held in Munich on May 9th and 10th. Eight of the projects went to Munich and propose afterwards more specific requirements. After discussion on the proposals received and the clarifications provided by the proposing projects, All agreed to follow a scheme of exhibition by themes rather than project by project. This would also allow the exhibition of more projects avoiding hard cuts on the number of exhibiting projects. NAVSHP IST Village booth at IBC 2005 should be based on the following: Projects should be gathered up in thematic islands according to their research area or focus of interest. A theatre. To give the opportunity to all NAVSHP projects to make their presentations at IBC 2005. A common area. A meeting point for NAVSHP projects and IBC visitors, attracting the attention of potential partners and serving as a dialogue space. Meeting Point for New Media Council and for NEM Technology Platform. To be discussed with NEM stakeholders. A store for equipment and materials. Five thematic islands have been defined by gathering the following projects: Convergence: INSTINCT and ENTHRONE Residential Gateways of Home Platforms Extended Home: EPERSPACE and MEDIANET Mpeg 21 or Content Delivery or Digital Media Access: DANAE and TIRAMISU 3D: COHERENT Interactive TV: MHP-CONFIDENCE Projects are devoting a big effort and AVISTA Team is trying to place all the requirements into a feasible proposal, intending to optimize the space and the sharing of equipment when possible. Proposals of structural requirements for the thematic islands were agreed with the projects and explained by Mr. Villa in this Concertation Meeting. Regarding the design of the overall booth, AVISTA is currently working on several designs on the grounds agreed at the Munich Meeting. These designs were presented to the projects and discussed during the meeting. These designs are being optimized through interaction with the projects and designers. The projects were also reminded about the costs to be covered by the AVISTA budget as well as on other organizational aspects: coordination, demonstration schedule, external support, supplies, dissemination material, etc. AVISTA has gathered all the information related to the coordination and logistics of the NAVSHP Village in an Organization Plan document to coordinate all participants and logistics. Additionally, Mr. Villa informed on the creation of a theatre within the NAVSHP booth. It will allow all 20 NAVSHP projects to make their presentations at IBC 2005 and show their progress. A theatre programme, organized in half-day sessions based on themes as per identified in the Portfolio analysis will allow the projects to make every hour a 7 (+ 8 questions) presentation (one project at every hour). Within the booth a common area will be created as a meeting point of the NAVSHP projects with IBC visitors. This area, conceived as an life environment, will seek to attract the attention of potential partners and serve as a dialogue space for the projects. The New Media Council and the NEM Technology Platform (TBC) will also have a show area. After the presentation of Mr. Villa, an open discussion was held with the projects in order to determine the best structural design for the booth and to fix some logistical aspects. The next points were agreed: Open booth concept / open theatre. Its main function is to serve as meeting and dissemination point. The offer of space is accepted by the projects. Each project will have at least one chair. Each project is responsible for its equipment (property or rental). Each project should pay for its own supplies (electricity, Internet, etc). Internal network within the booth will be provided by AVISTA. AVISTA will make some recommendations on projects dissemination materials. Projects might be asked to make small contributions to certain expenses. Each project should appoint a contact person and a substitute/assistant. All demos must be permanently attended during the show. AVISTA Team will allocate the final space by taking into account inputs from projects and designers and the final decision will be submitted to the projects. Special requirements from individual projects (security measures, etc.) should be managed directly by the projects, although coordinated with AVISTA. Regarding the presentations of the NAVSHP Projects (not only those exhibiting but the whole portfolio of NAVSHP) in the theatre, these aspects were agreed: Each NAVSHP project should have the chance to make a 15 (7 presentation + 8 questions) presentation at the theatre. All NAVSHP Projects interested must communicate to AVISTA Team as soon as possible their interest to participate in the presentations of the theatre and any request for preferred scheduling of their presentation/s during the IBC 2005 days. All projects should commit to the success of this NAVHSP IST Village, as a very relevant dissemination activity of NAVSHP projects) by promoting (exhibitions, presentations, etc.) them externally. He announced that the IBC organisers have kindly offered the NAVSHP projects the use of Room A at the RAI Centre for the afternoon of Tuesday 13 September, for a conference session, open to all IBC delegates setting out the contribution of the NAVSHP projects and inviting future participation in Framework projects. It will be a wonderful opportunity to pioneer new projects aiming the 6th Call. More than 150 people will be able to attend this session which will be entitled Beyond the New Media Horizon. Mr. Oliphant suggested identification of some areas of work relevant for NAVSHP Projects by bearing in mind the future participation in FP7. The NMC Tuesday agenda could be organized around these areas which could be: Content production and management Interoperability and QoS Extended Home, Automation and Ambient Intelligence Rights Management and Content Protection The above sessions will be also conducted bearing in mind the technological pillars, the multiservice functionality and the application poles. Mr. Oliphant also suggested the publication of a Call for Papers to receive proposals for presentations from projects or (preferably) groups of projects - particularly presentations that present achievements from working together related to the identified areas. An introduction session by the European Commission on how the EC supports R&D in the content technologies will also scheduled in the agenda as well as a final time slot addressing how the audience (researchers) can be part of the Framework Programme in the future. Next Steps Future Concertation Meetings and venues The next Concertation Meeting planned with the NAVSHP Concertation process is the following: Toulouse (France), October 27th (mid day) till 28th (mid day), 2005.
